Laurie Ivie


Laurie Ivie is an educational consultant who works alongside teachers, administrators, and paraprofessionals. She believes that trust is the foundation of any effective coaching relationship, and she is known for her ability to create positive connections and genuine relationships with everyone she works alongside. She is passionate about encouraging and supporting staff throughout the process of continuous improvement, and she believes it is critical to develop, enhance, and promote teachers’ self-efficacy.
Laurie holds two degrees from the University of Wyoming: one in Elementary Education (K-6) and another in Special Education (K-12). In 2005, she achieved National Board Certification as an Exceptional Needs Specialist for Early Childhood through Young Adult. With 25 years of experience in education, Laurie has taught at the elementary, middle school, and high school levels. She also spent several years as a secondary education instructional coach before transitioning to consulting. Currently, Laurie collaborates with school districts across Wyoming and Utah, focusing on enhancing special education practices and outcomes. Her work encompasses a wide range of support, including partnering with co-teachers to develop effective instructional strategies, assisting in supported classrooms to create inclusive learning environments, and guiding paraprofessionals in their critical roles. She also dedicates time to mentoring new teachers, helping them build confidence and skill in their practice. Laurie's commitment to fostering growth and collaboration within special education settings ensures that both educators and students thrive.
Laurie is the head boys basketball coach at Green River High School, and is entering her 10th season with the Green River Wolves.
Outside of work, she loves spending time with her husband, Kevin, and three grown sons: Kyle, Kolby, and Kason.
Kimber Fessler
Kimber Fessler serves as the principal of Clark Elementary in Evanston, Wyoming. An educator for over 20 years, she has experience in classroom teaching both primary and intermediate grades, instructional coaching (K–6), and administration. As a lifelong learner, she brings many perspectives to the important work of ensuring all students are learning at high levels.
Kimber has successfully led the implementation of the PLC at Work® process from the ground up. She specializes in inspiring teachers and administrators in the important work of professional learning communities, response to intervention, and school community and culture.
Kimber earned a bachelor’s degree from the University of Wyoming and a master’s degree from Northern Arizona University.

Stu Mullins is a Board Certified Behavior Analyst and former K-12 educator. He earned his K-12 Human Exceptionality degree from Idaho State University and his graduate degree in Behavior Analysis through Montana State University-Billings. He received his Post-Graduate Certificate in Multi-Tiered Systems of Support (MTSS) through Portland State University. For seven years, Stu served as an elementary resource teacher, a high school resource teacher and behavior resource room teacher. In addition, Stu also served as a district level behavior analyst for three years and assisted the Wyoming Department of Education with their state-wide MTSS project. Stu started his own education consulting company in 2019. He currently serves as the Director of School Services for Peak Behavioral Services, Inc. in Lander, Wyoming. He provides consultation for schools and agencies throughout the country in the areas of Multi-Tiered Systems of Support for academic, behavior and social emotional domains. He also works with school districts to assess and intervene on their most challenging students that exhibit interfering behavior.
Outside of work, Stu enjoys getting outdoors, coaching his kids' teams, and traveling for live music. Stu resides in Lander with his wife, Chelcie, and his two sons Jax and Nash.
Ivie League Learning Resources, Inc. works with other consultants to meet the needs of clients. We also regularly partner with other consulting organizations to collaborate on projects.
Stu Mullins



Tami Bebee-Schwartz earned both her Elementary Education and Special Education degrees via dual major at Montana State University-Billings and her Masters in Education-Curriculum and Instruction from Grand Canyon University. Tami has been an educator in Alaska, Montana, and Wyoming. She has also provided professional development for teachers across the country throughout her consulting career. Tami and her family settled in Wyoming in 2015. They love being part of the Green River community, where Tami's husband, Steve, is an English Language Arts teacher and her children attend elementary school. Tami is a skilled and experienced professional development provider as well as classroom instructional coach. She has a passion for the Science of Reading and supporting teachers in creating success for their students.

Kyle Laughlin joined the Black Hills Special Services Cooperative (BHSSC) team in 2016, as a learning specialist in the Technology & Innovation in Education (TIE) department. Kyle now serves as the Deputy Director for the Community, Family, and Special Services division and as Project Director for the Systemic Supports and Results Team. Kyle holds a Bachelors of K-12 Special Education and History Education, an Educational Specialist (Ed.S.) in Educational Administration and Leadership, and is finishing his Doctorate in Educational Administration and Leadership (Fall 2022). Kyle supervises and oversees the RDA team members. He develops and implements data and school improvement processes across Wyoming, South Dakota, and Louisiana, including the comprehensive assessment of district special education programs over the past 7 years. Kyle also works closely with several State Departments of Education. Kyle develops, implements, and provides coaching support around several professional development topics and areas. When Kyle is not working, he enjoys spending time with his wife, Beth, and their two girls. They enjoy spending time together doing things outdoors and traveling. Kyle also enjoys pheasant hunting, golfing, and drinking local microbrews.
